First of all, you see the B, I, U, etc, right? OK, look for this icon . Right under the colors. This is a pair of dice. Here is what they do: [dice=6] See this number? Totally random. No one can change it, not even the Admins can. Here's what you do: you click the dice and this will pop up in Brackets[these are brackets]. It will say dice=6. The 6 can be changed to any number like this: [dice=100] Dice are 100 now. It's very simple to use, plus it's really fun~! Now, take this battle scenario, HP and everything else are not included, just the sprites since they move and are fun to watch: ---------- Battle text goes here ---------- Random shiny!! xD -- PLEASE NOTE! These attacks are going for Celebi. So Celebi is the Attacker. Attack:[dice=6] Amazing hit! Dead on!Dodge:[dice=6] Not fast enough to dodge![rand=33934112829373237047806542901436786726404637258505793662467058802]

Okay, so let me get this straight, if you roll a 4 5 or 6 your attack will land. Now who roles the dice? The member? and you can choose to either attack or dodge?
So if i say Typhlosion use flamethrower in the roleplay i have to role the die to see if the attack lands, if it does land, does the opponent roleplay that their pokemon got hurt? OR does the attacker roleplay that. and if i want him to dodge the opponents attack i must role a 5 or 6, can that be in the same turn? or should it be limited to either an attack or a dodge?

Either the player or the mod. If the player isn't rolling themselves, the Mod rolls. And you roll for both. Example: If I land a 6 on both attack and dodge, the attack hits and my Pokemon dodges any attack except for an un-dodgable one.
OK, scenario:
Attacker attacks, but the player rolled a 6 for a dodge, the attack is thus dodged. The member or mod must roll during their turn, so that way the rp from the other can be done properly.
